发展软环境主要包括政务环境、政策环境、市场环境、人文环境和社会环境。近年来,济南市发展软环境得到了进一步整治和优化,但与群众愿望、与加快发展的新形势、与先进地区相比还存在不少问题。进一步优化济南市发展软环境,主要对策包括:完善激励措施,打造宽松顺畅的政策环境;提高行政效能,打造廉洁高效的政务环境;挖掘文化内核,打造健康向上的人文环境;规范市场秩序,打造成本最低的市场环境;完善社会管理机制,打造和谐稳定的社会环境。
The development of soft environment mainly includes the government affairs environment, policy environment, market environment, human environment and social environment. In recent years, the development of Jinan’s soft environment has been further rehabilitated and optimized. However, there are still many problems compared with the advanced regions in terms of the desire of the masses and the new situation of accelerated development.
