今年是“十五”计划的开局之年。《国民经济和社会发展“十五”计划纲要》提出要大力发展高技术产业,加快经济结构的战略性调整。在此背景下,国家计委召开高技术产业发展项目授牌会议,认真总结高技术产业发展项目计划实施的成绩和经验,深入贯彻江泽民同志三个代表重要思想,进一步加快高技术产业发展步伐,非常有意义。1998年,国家计委根据国务院机构改革的要求,突出了发展高技术产业这一具有宏观战略意义的工作,批准实施了高技术产业发展项目计划。几年来,在社会各界的大力支持下,高技术产业发展项目计划实施取得了很大成绩,已经成为培育新的经济增长点,成为实施科教兴国战略和可持续发展战略、促进经济结构战略性调整的重要生力军。
