黄克诚亲拟作战命令高沟、杨口位于江苏省涟水县西北境,是涟水、沭阳、灌云三县交界的重要集镇。1942年冬,日寇在这两个地方及其周围的卢庄、戴庄、沈小街等处修筑了据点。并对附近地区进行了多次残酷的扫荡,烧杀抢掠,无恶不作。人民生活在水深火热之中。
