Born in 1964, In 1999, he graduated from the Faculty of Law, Department of International Law, Moscow State University, Russia, and received a doctor’s degree in law, specializing in outer space law. After returning to China in June 2000, he initiated the creation of the first institute of outer space law in Beijing University of Aeronautics and Astronautics. In 2007, he founded the Institute of Space Policy and Law at Shenzhen University. Main academic part-time: General Secretary of Guangdong Institute of International Law, standing director of China Society of Space Law, director of China Institute of International Law, member of foreign professions of Russian Society of International Law.
