My Opinion on Narrowing the Disparities between Regions Zhang Yingling is the International Year for the Eradication of Poverty. The Central Party Committee and the State Council have stepped up their efforts to tackle the difficult battle of helping the poor and have referred to a strategic height to narrow the gap between regions. The “Ninth Five-Year Plan” and “2010 Long-Range Planning” adopted at the Fourth Plenary Session of the Eighth National People’s Congress clearly state: "Starting from the Ninth Five-Year Plan, more emphasis should be put on supporting the development of the Mainland and implementing favorable conditions.
