随着社会主义市场经济体制的确立和产业结构的变化,民兵组织建设面临着许多新的情况。一是企业武装部设置随意性大。在转换经营机制的过程中,企业自主权扩大,有些企业把武装部随意合、并、改、撤。二是专武干部不专。有些企业抽调武装干部搞生产经营或从事其它工作,甚至于不编专武干部。三是民兵组织落实问题严重。在产业结构调整中,一批三资企业、私营企业发展很快,青年职工的流向和岗位变动频繁,大批劳动力转向新型产业,民兵组织建设出现“空白点”,从而使新型企业“有兵员无编制”,原有的国有企业“有编制缺兵员”。四是在职民兵难以抽调。企业实现优化组合,定人、定位、定额,大部分民兵被固定在生产第一线或重要岗位,难以抽调出来参加训练和整组等活动。在市场经济条件下,要保持和推动民兵建设的健康发展,就必须采取切实可行的对策,认真解决这些组织制度上存在的问题。
