第二阶段 从十三届四中全会到1991年 1989年春夏之交,国内发生严重政治风波。邓小平同志总结经验教训,指出十年来最大的失误是在教育方面,思想政治工作薄弱了。党的十四届三中全会以后,以江泽民同志为核心的第三代中央领导集体在继续坚持以经济建设为中心的同时,努力纠正“一手硬、一手软”的倾向,做出了一系列重要指示和决策,加强宣传思想工作和党的建设工作,为做好企业思想政治工作和政研会工作带来了新的契机。
