2005年10月26日下午,北京人民大会堂,当时任大连市委副书记、市文明委主任怀忠民手捧印有“全国文明城市”字样的红彤彤证书的情景通过电视画面传到大连时,全市600万市民欢欣鼓舞、倍感自豪。这一刻,大连人期待了很久;这一刻,凝聚着大连人孜孜不倦的追求。也就是从那时起,大连一次又一次将全国文明城市的荣誉留在了这座城市,成为全国文明城市评选以来为数不多的四连冠之一。
