深化国企改革与创新社会治理是全面深化改革中相辅相成的两方面,国企改革的深化倒逼社会治理的创新,社会治理的创新助推国企改革的深化,两者的纽带为社区的建设和管理。国企改革经过三十多年,已进入深水区,很多过去没能解决或没有解决好的问题积累下来,成了历史遗留问题,成了难啃的硬骨头。其中一块难啃的硬骨头就是社会治理的创新,这是国企改革进入深水区后倒逼出来的问题。由于历史的原因,国有企业不仅要从事生产经营,还承担了相当繁重的社会管理职能,职工的吃喝拉撒、生老病死统统都要管。随着社会主义市场经济体制的逐步确立,国有企业承担的这些社会管理职能逐步成为国有企业背负的沉重包袱,不仅阻碍了国有企业进一步改制重组,而且严重削弱了国有企业的市场竞争力,与其成为社会主义市场经济主力军的地位极不相符。由于我国社会管理体制改革的相对落后,不论是政府还是社会,都没有做好承接国有企业
Deepening State-owned Enterprise Reform and Innovating Social Governing are two aspects that complement each other in deepening the overall reform.
