本研究通过非营利组织辅助原住民社区产业发展的历程,先探讨社会资本与协力治理之辩证关系,再分析两者在多元利害关系人当中所扮演的重要性,与可能产生的窒碍问题。研究发现:社区产业发展的关键在于参与者“信任感”的建立,其“粘着剂”特质有助于协力伙伴产生良性沟通与同理心态,发展互惠的规范与紧密的网络,进而充分地传递知识与资源;此外,其“润滑剂”特质有助于协力伙伴减低冲突,有效达成协力运作的共同目标。然而,紧密的社会资本可能同时产生网络关系的排外性与封闭性,导致社区产业发展信息垄断、资源停滞、课责归属模糊的窒碍。故本研究文未针对提升社区产业发展成效提出相关建议:制订“课责透明化”的伙伴协议,除能明确定位协力网络之责任归属,也可避免分工重迭;维持“运作开放化”的社区网络,不仅可使信息更新即时,强化社区资源的联结,以提升社区所需之专业人力,将有助于社会工作的产出效能与协调整合。
Through the process of nonprofit organizations assisting the industrial development of Aboriginal communities, this study first explores the dialectical relationship between social capital and cooperative governance, and then analyzes the importance of the two in multi-stakeholder relations and possible impediments. However, close social capital may lead to the exclusion and occlusion of network relations at the same time, resulting in the monopoly of information and stagnation of resources in the development of community industries and the obscurantism of responsibility and responsibility. Therefore, this research paper has not put forward relevant proposals to enhance the development of community industry: to formulate a “partnership and transparency” partnership agreement, in addition to being able to clearly define the responsibility attribution network, but also to avoid duplication of division of labor; This will not only help to update information promptly and strengthen the connection of community resources so as to enhance the professional manpower required by the community, which will contribute to the efficiency and coordination of the output of social work.
