随着我国对于财政体制的改革不断深入,使县级财政预算和执行发生了巨大的变化。作为县级财政的重点内容,实现财政预算的科学化,保证县级财政收入收支平衡,已经成为财政部门的重点工作。然而随着政府性债务的增加,导致财政预算的效益很难实现。本文通过分析县级财务预算中的多方面影响因素,结合财务预算监督,提出相应的措施以提高县级预算水平。
With the deepening of the reform of the financial system in our country, great changes have taken place in the fiscal budget and implementation at the county level. As the focus of the county finance, to achieve the scientific budget, to ensure that the balance of payments revenue and expenditure at the county level, has become the focus of the financial sector. However, with the increase of government debt, it is very difficult to realize the benefit of the budget. This article analyzes various factors in the county-level financial budget, combined with financial budget supervision, puts forward corresponding measures to improve the county-level budget.
