当前国营企业劳动工资分配中的平均主义日趋严重,不仅影响干部、职工积极性的发挥,而且也影响企业经济效益的提高。因此,当务之急是积极稳妥地、适时适度地推动劳动工资制度的改革。一、进一步完善企业工资总额与效益挂钩制度推进和完善挂钩办法的关键问题是要进一步引进工资运行的市场机制。目前,挂钩办法中比较突出的问题是:企业工资增长不是建立在合理竞争的基础之上,工资增长苦乐不均,行业、企业之间的工资关系比较混乱。因此,必须进一步引进市场机制,通过深化改革,改进、完善挂钩办法和管理体制来逐步实现。一是要将从“纵向比较”为主的挂钩办法改为“横向比较”为主。企业自我比较的挂钩办法虽然能够使企业工资总额随同企业经济效益的增减而浮动,但是,企业之间的工资增长不是建立在合理竞争的基础上,企业之间繁杂的工资关系仍然由行政管理加以调节。因此只有建立以“横向比较”为主的挂钩体系,
