This article mainly introduces the research background, research framework, research methods and research experience of the 3-year strategic action plan for the promotion of science and education in Shanghai Pudong New Area. The author proposes that the research on the science-education strategy plan should be based on the analysis of the purpose of science and education and the analysis of internal and external environment, determine the goal of the action plan of the science-education strategy, and then formulate a strategic action plan; the author also discusses the formulation of science-technology education.
