世界主要海洋强国的历史经验表明,海洋问题历来是一个国家的重大战略问题,制定海洋战略的核心是谋求国家利益。尽管通过军事力量维持海洋权益是其中的关键,但是国家的综合国力,尤其是政治经济基础是海洋强国的基础,海洋强国的地位由于国家内在发展和外部竞争的综合作用而有所演化。有史以来的海洋强国模式也有所不同,海洋强国的历史经验和现实发展态势对我国的海洋强国之路提供了诸多借鉴。
The historical experience of the major maritime powers in the world shows that the maritime question has always been a major strategic issue for a country and that the core of formulating a maritime strategy is to seek national interests. Although the maintenance of maritime rights and interests through military forces is one of the key issues, the overall national strength of the country, especially its political and economic foundation, is the foundation of a maritime power whose status has evolved through the combined effect of the internal development of the state and external competition. The ever-changing model of maritime power-making has also been different. The historical experience and realistic development of the maritime powers provided a great deal of reference to the road to the sea power of our country.
