十七大报告内容极其丰富、极其深刻。其中最根本、最关键、最核心、最重要的一点,就是以党的全国代表大会这一最为权威的方式,确立了“中国特色社会主义”是当代中国发展进步的旗帜,具有极其重大、深远的理论意义。一是概括了在整个社会主义历史时期共产党人全部实践的普遍本质。旗帜问题所涉及的,是共产党人在一定历史时期中的全部实践。因而,对于旗帜的规定,就必须以其对整个这一历史时期全部具体实践普遍本质的科学概括,而对所有这些实践都具有普适性的指导意义和指导作用。我们过去曾经把马克思列宁主义直接规定为党的旗帜。但是,马列主义的内涵极其广泛,它所涉及的内容,几乎遍及人类由资本主义到共产主义的整个漫长进程中的一切阶段和一切方面。而任何共产党人的实践在它所面对的历史时期中,都不可能涵盖这一切阶段和一切方面。十七大报告对旗帜的论述
