水电站工程的水库淹没征迁范围设计是水库淹没处理设计的基础,是保证设计质量的首要环节。没有科学的,符合安全、经济原则的水库淹没征迁范围设计,不可能取得完全准确可靠的淹没损失实物数据,也不可能提出恰当的淹没处理措施设计。甚至还会影响水力资源的合理利用,影响水电站工程的发电和综合利用效益。 关于水库淹没范围设计方面的问题,在编制《水利水电工程水库淹没处理没计规范》的过程中,曾进行过讨论,在一九八三年十月召开的“水库淹没处理规划设计经验交流会”上,也有一定的交流。最近在《水力发电》1984年第6期上,又见到张奕旋工程师关于《库区淹没处理洪水设计标准的探讨》方面的文章<以下简称“文章”>,这是水库淹没处理设计不断追求技术进步的可喜势头。实践证明,重视关键性技术问题的研究解决,依靠技术进步,是搞好水电站建设,做好“第二篇文章”,缩短建设周期、降低工程造价、
