洪、涝、旱兼治结构的形成由于我省地处下游,10万平方公里面积承受200万平方公里的来水,淮河来水丰枯年份相差20倍,雨量时空分布也极不均匀,年雨量在不同站、年相差也达六倍,这就造成了洪涝旱自然灾害交替为害,甚至一年中洪、涝、旱夹击的局面。回顾三十多年来的治水,是在实践中不断认识自然规律不断前进的。在不同阶段抓住问题的主要方面,经历了一个由防洪着手,进而面上治涝,再发展灌溉,逐步形成能跨流域调度,洪涝旱兼治,发挥综合效益,大中小配套的水利结构。建国以来,我省投入水利建设的资金约150亿元,形成固定资产110亿元,其中水利基建投资
