广义的劳动力管理,是指国家根据经济和社会发展的需求,对整体劳动力进行的培训、分配、使用和调配等一系列的宏观管理活动的总称,是对社会上一切具有劳动能力的人的管理,它包括对农村劳动力、城镇劳动力的管理,也包括对现实劳动力和潜在劳动力的管理。狭义的劳动力管理,指企业和组织等对其劳动力进行的内部管理;具体指企业和组织根据业务运营的要求,在符合国家相应法律法规的前提下,对其劳动力进行整体规划,并对其工作时间进行整体管理,达到提高整体工作效率完成工作任务的过程。
