1990年4月,党中央、国务院在上海正式向全国、全世界宣布了开放、开发浦东的战略决策,这意味着本世纪更迭之际,太平洋西岸、长江入海口将出现一个具有世界一流水平的现代化新区,上海将以中国、乃至世界的经济中心之一而为全世界瞩目。现在开放、开发浦东的总体规划已经制定,我们认为要实现这一宏伟目标,必须有高水平的信息服务作保障。而高水平的信息服务必须有高质量、高效益的信息业为基础。信息业不仅在浦东开放、开发过程中不可或缺,而且在未来浦东的建设与发展中也大有可为。因此我们认为有必要对浦东新区的信息业发展战略作一探讨研究,以丰富和完善浦东新区发展的总体规划。浦东新区为中国信息业发展提供了一个绝好的舞台,我们要不失时机地把握住中国信息业发展的这个绝好的机会,加强研究,科学规划,努力奋斗,最终使上海浦东新区成为世界重要的信息中心之一。本文就信息业在浦东开发与建设中的地位,浦东新区信息业发展战略的总体构想,信息业主体框架的基本内容以及一些主要的问题与对策等方面作初步的探讨和研究。
In April 1990, the Central Party Committee and the State Council in Shanghai formally announced to the whole country and the rest of the world the strategic decision to open up and develop Pudong. This means that at the turn of the century, there will be a world-class As a modernized new district, Shanghai will be the world’s attention with one of the economic centers of China and even the world. Now that the overall plan for opening up to the development of Pudong has been formulated, we believe that a high level of information services must be guaranteed for this grand goal to be achieved. The high level of information services must be based on the high quality and efficiency of the information industry. Information industry is not only open in Pudong, the development process is indispensable, but also in the future construction and development of Pudong also promising. Therefore, we think it is necessary to explore the Pudong New Area’s information industry development strategy in order to enrich and improve the overall plan of Pudong New Area development. Pudong New Area provides an excellent stage for the development of China’s information industry. We must lose no time in grasping the excellent opportunity for the development of China’s information industry, strengthening research and scientific planning, and working hard to finally make Shanghai Pudong New Area an important part of the world One of the information centers. This article makes a preliminary discussion and research on the status of information industry in the development and construction of Pudong, the overall concept of information industry development strategy in Pudong New Area, the basic content of the main body of information industry and some major problems and countermeasures.
