为满足国内市场对天然气不断增长的需求,近年来我国加大了境外天然气资源的引进力度,多个进口气项目相继投产,在未来几年里还将有更多的进口气项目投产,境外资源的大规模引进,将有效缓解我国天然气供不应求的局面。但是,我国在利用境外天然气资源方面也面临诸多挑战,主要是引进境外资源的成本相对较高,市场开发所面临的压力,实施供应推动型战略的局限性以及国内市场天然气价格形成机制不明确给引进境外资源带来的问题等。本文给出的应对措施是:加强对天然气国际市场的研究,降低境外资源的采购成本;加强对国内市场需求的研究与预测,根据市场有支付能力的需求组织资源供应;加快天然气价格改革,建立、健全价格形成机制;通过政策措施提高进口天然气在国内市场的价格竞争力,鼓励利用境外天然气资源等。
