练祁河宝钢厂区为总长1600m,规划河底高程为▽-1.0m,河道边坡为1:2.5,与宝钢南侧的围厂河相平行,两河中间间隔顶宽为12m的土堤。练祁河的水位由在其出口处(长江江堤处)的三孔节制间控制,但当汛期开闸排涝时,水深流急,致使河底和边坡冲刷、坍塌严重,河底的实际高程为▽-1.5~-2.5m,个别地达-3.5~-4.5m,与围厂河间的土堤最窄处已塌剩至9m,如不加固,将危及两河间土堤的安全,为此,宝钢厂决定对练祁河的河底和南侧边坡进行加固。
