自1986年以来,成都市市级机关工委坚持“两手抓,两手都要硬”的方针,以创建国家卫生城市、参加全省31城市“三优一学”竞赛为载体,在市级机关全面开展了创建精神文明单位的活动。截至目前已建成省级文明单位1个、市级文明标兵单位1个、市级文明单位7个、市级机关文明单位22个。随着机关精神文明建设的逐步深化,各类先进集体和先进个人也随之不断涌现,据不完全统计,10年来,各级表彰的先进单位有420多个(次),先进个人有1213人(次)。精神文明建设的发展,也促进了物质文明建设,“八五”期间全市国内生产总值年均增长16％,比“七五”期高8.6个百分点,比全国、全省同期平均水平高4个和4.9个百分点。1994年,全市国
