战略环境评价是实现可持续发展战略的重要工具之一,它是连接可持续性原则的实施从抽象、宏观的战略落实到实际,可操作的具体项目的桥梁。介绍了战略环境评价在我国的发展现状.并以城市化战略环境评价为例探讨战略环境评价促进城市可持续发展的途径。以长春市经济技术开发区生态工业系统规划作为环境影响评价对象,在分析战略环境评价研究对象、技术方法和工作程序的基础上,探讨城市化战略环境评价中城市生态工业多级评价及预测。
Strategic environmental assessment is one of the most important tools for achieving sustainable development strategy. It is a bridge connecting the implementation of the principle of sustainability from the abstract and macro strategy to actual and operational concrete projects. This paper introduces the current situation of strategic environmental assessment in our country, and takes urbanization strategic environmental assessment as an example to discuss the ways of strategic environmental assessment to promote the sustainable development of cities. Taking the eco-industrial system planning of Changchun Economic and Technological Development Zone as the object of environmental impact assessment, this paper discusses the multi-level evaluation and forecast of urban eco-industrial city based on the analysis of the research objects, technical methods and working procedures of strategic environmental assessment.
