根据国家统一部署,2013年8月1日湖南省启动了交通运输业和部分现代服务业的营改增试点工作,之后又陆续将铁路运输、邮政业和电信业纳入试点范围。试点工作启动以来,全省财税部门联席会议制度和部门协调机制运行顺畅,税收征管部门信息移交有序,新旧税制转换顺利,政策运行总体平稳,在优化税制环境、推动产业融合、减轻企业负担、助力转型升级、推动经济发展等方面取得了显著成效。但在试点期间,还存在一些制度设计、税收征管等方面的问题,需要在今后的工作中予以改进。
According to the unified national deployment, on August 1, 2013, Hunan Province started the pilot program of increasing investment in transportation and some modern service industries. Later, it gradually included rail transport, postal services and telecommunications in the pilot areas. Since the launching of the pilot project, the system for the joint meeting between the finance and taxation departments and the departmental coordination mechanism of the province has been running smoothly; the information of the tax collection and administration departments has been handed over in an orderly manner; the transition of the old and new tax systems has been smooth; the policy operation has been generally smooth; optimizing the taxation system, promoting industrial integration, Help transform and upgrade, promote economic development and achieved remarkable results. However, during the pilot period, there still exist some problems in the aspects of system design and tax collection and administration, which need to be improved in future work.
