一、澳大利亚各级政府之间事权与财权安排的基本格局澳大利亚联邦成立于1901年,当时6个英国自治殖民地决定脱离英国成立联邦,共同起草了联邦宪法,州政府让出了部分权力给联邦政府,并对联邦的职责和权力在联邦宪法中做出了比较明确的规定,其他未明确赋予联邦的职权归各州所有。
