近年来,一些部队医疗卫生单位战备观念不强,管理制度不严,致使卫生装备存在着不同程度的失修和损坏。如不改变这种状况,必定影响部队卫生战备工作的落实。现就加强基层部队卫生裝备管理谈几点看法。一、加强职能教育,强化卫生战备观念军委杨尚昆副主席曾经指出:“对于战争和和平问题,我们应该辩证的理解,既要相信大仗一时打不起来的判断,又不能放松对战争危险的警惕”。我们应该把杨副主席的指示作为新时期加强部队卫生战备工作的指导思想,强化战备观念,搞好卫生装备管理,确保卫生装备完好,随时准备应付突发事件。首先,要加强教育,增强战备观念。要教育干部、战士认识我军的根本职能。其次,平时工作着眼于战时,为战时打基础。卫生技术人员要象战士熟悉手中的武器一样熟悉卫生装备,不仅会使用,还要会保养,使之经常处于良好工作状态。一般情况下,部队接到紧急号令,时间急迫,如果平时装备管理基础差,战时就难保证拉得出,展得开,用得上。第三,正确对待改革开放,时刻注重军事效
