当前,我国基础教育的突出问题是发展不平衡,差距显著,差距主要表现在城乡之间、区域之间、学校之间和不同教育层次之间,产生差距的原因很多,从教育资源配置的角度看,与我国教育资源总体上存在的短缺紧密相关,这种短缺既有总量性短缺,也有体制性短缺,还有结构性短缺。总量性短缺与国家整个经济发展水平和财力供给水平相关,这一矛盾不是短时期能解决的,而体制性短缺和结构性短缺则是当前教育差距的最直接和现实的体现,应成为当前基础教育政策目标取向的基点。本文对我国基础教育资源配置的差距进行了考察分析,并借鉴国际上的经验,对通过“积极差别待遇”原则来缩小教育资源配置差距的理念、思路和策略进行了探讨。
At present, the prominent problem of China’s basic education is its unbalanced development with a noticeable disparity. The disparities are mainly manifested in many reasons, such as between urban and rural areas, between regions, schools and between different educational levels. There are many reasons for this. Such a shortage has both a total shortage and a systematic shortage, as well as a structural shortage. The total shortage is related to the level of national economic development and the level of financial resources supply. This contradiction can not be solved in a short period of time. Institutional shortages and structural shortages are the most direct and realistic manifestation of the current education gap and should become the current The basic point of the orientation of basic education policy. This paper examines and analyzes the gap between the allocation of basic education resources in our country and draws lessons from the international experience to discuss the concept, train of thought and strategy of narrowing the gap in the allocation of educational resources through the principle of “positive difference”.
