公安机关是具有武装性质的治安行政力量和刑事司法力量,是国家政权和国家机器的重要组成部分,公安工作的行业特殊性要求将公安院校毕业生作为公安队伍来源的主渠道。公安人才培养是一门融科学性、系统性、实践性等多种特性为一体的过程,具有其客观存在的内在规律,公安院校具有地方普通院校无法比拟的优势。随着社会分工专业化趋势进一步加快,警察职业内部分工也更加精细,而公安院校学科专业的调整设置正迎合了这一发展趋势。公安部党委对公安院校的办学功能定位,以及多年来公安院校在科教强警战略中的重要作用,使得公安院校毕业生理应成为各级公安领导机关人才的主要来源。从世界各国和地区警务部门招录人员的具体实践来看,无论在西方欧美等国家,还是香港、台湾等地区,都将警察院校作为各级警察领导部门人员招录的主渠道。因此,公安机关应以公安院校作为招收新警的主渠道,社会招录作为补充。
