Editor’s note: The issue of social order is always a hot spot for people’s attention. Although the party committees and governments at all levels attach great importance to the comprehensive management of social order, social order still faces a severe situation. There are many reasons for this situation. One of the most important ones is that the working mechanism of public order in our society is still following the planned economy era and can not meet the needs of the society.
