成效初显——2007年到2010年,广东全省组织机构数量增幅最大的5个市分别为广州、东莞、惠州、河源和肇庆,增长比例分别为38.4%、33.9%、32.4%、31.8%和26.6%,这在一定程度上反映出东西两翼和山区经济发展势头趋好,双转移的影响正逐渐凸显。——2007年到2010年,珠三角(未包括广州、深圳)的劳动力减少122万多人,缩减比例6.7%;而东翼、西翼和山区3个地区则分别增长12万人、1.5万、25万人,增幅分别达4.6%、0.5%、6.5%。
