党的十七届四中全会提出了“以明确责任、考核监督、保障服务为重点,加强对基层党组织领导班子管理”的新要求。为适应建设社会主义新农村新形势、新任务的需要,近年来白山市江源区委积极探索村级干部监督管理的新途径、新方法,推行了以承诺制为主要内容的激励与约束融为一体的村级干部“三诺一考”管理办法,提升了村级干部队伍建设水平。
