大型水电项目建设投资大、建设周期长、施工干扰大,在项目实施过程的设计变更及合同变化在所难免。在这样的特定条件下,怎样方便、快捷、及时地实现总部对项目宏观投资的有效控制及管理,一直是项目投资者所关心和关注的问题。根据多年和多个大型水电项目建设管理投资控制的实践经验及统计分析资料积累,提出实物量返概的构架设计,并进行了实际工程项目的实践,成功解决和实现了水电项目建设宏观投资的动态跟踪及控制管理。
