政府是提供心理援助服务的主体,第三部门配合政府提供心理援助服务,而市场失灵、政府失灵对第三部门提供公共物品做出了理论上的解释。从准公共物品角度研究第三部门提供心理援助服务的资金困境,通过对心理援助服务的性质进行分析,把它界定为具有非竞争性、排他性的准公共物品。以此提出第三部门提供心理援助服务的“付费”方式、分类以及电子信息的应用,旨在解决第三部门提供心理援助服务的资金困境。
The government is the main body to provide psychological assistance services. The third department cooperates with the government to provide psychological assistance services, and the market failure and government failure provide a theoretical explanation for the third sector to provide public goods. From the perspective of quasi-public goods, this paper studies the financial difficulties of providing psychological assistance services in the third sector. By analyzing the nature of psychological assistance services, it defines it as a non-competitive and exclusive quasi-public goods. In order to put forward the third department to provide psychological assistance services “payment ” mode, classification and the application of electronic information, designed to solve the financial crisis in the third sector to provide psychological assistance services.
