基层党组织身处社会管理最前沿,是加强和创新社会管理最直接最有效的力量。只有健全组织、扩大覆盖,才能为社区党组织创新社会管理、服务基层群众打下坚实基础。在这种理念指导下,党组织覆盖机制从微观到宏观全面建立。微观上,凸显“网格化管理”。全省根据自管小区、物业管理小区、散住小区的不同特点,科学划分社区网格,使党组织设置和网格区域相整合。目前,以社区党委(总支)—网格党支部—楼院党小组—党员中心户为基础的党组织架构全面形成,党建工作无缝隙,覆盖方方面面。
Grassroots party organizations are at the forefront of social management and are the most direct and effective force in strengthening and innovating social management. Only by improving the organization and expanding coverage can we lay a solid foundation for community party organizations to innovate social management and serve the grassroots masses. Guided by this concept, the coverage mechanism of party organizations has been fully established from micro to macro level. Microscopically highlights “Grid Management”. According to the different characteristics of self-governing residential area, property management area and scattered residential area, the province scientifically divides the community grid so that the party organization is integrated with the grid area. At present, the party’s organizational structure based on the household party committees (general branch) - grid branch - Louyuan Party Group - Party member center is fully formed, the party building work seamless, covering all aspects.
