上海港三区的全面安全质量管理工作,是从1979年10月正式试行的。两年来,我们从教育着手,抓住标准化这个核心,在实践中坚持安全质量第一方针,树立三个观点(三满意观点、预防为主观点、全面管理观点),抓好五项基础工作(标准化、工艺、培训教育、原始资料、竞赛奖励)的做法,制订了《上港三区全面安全质量管理试行条例》,使全区的全面安全质量管理工作有了进一步提高。
The overall safety and quality management in the three districts of Shanghai Port was officially piloted from October 1979. In the past two years, we have started with education, seized the core of standardization, adhered to the first principle of safety and quality in practice, set three views (three perspectives of satisfaction, prevention as the main idea, and comprehensive management perspective) and five basic tasks Standardization, craftsmanship, training and education, original materials and competition awards), formulated the “Provisional Regulations on the Comprehensive Safety and Quality Management in Hong Kong and Three Regions”, which further improved the overall safety and quality management in the entire district.
