建立和完善行政决策制定过程中的公民参与机制是行政决策科学、公平与合理的重要保障。行政决策制定过程中制约公民参与的客观限制因素主要有公民参与技巧不足、信息不公开或不对称、参与机制不完善等,应当从提高公民参与的技巧、完备信息公开制度、完善公民参与机制等方面提高行政决策过程中公民参与的实效性。
