建国以来,衰老茶园改造一直是茶叶科研和生产经营中的一项重要课题。随着改造技术的不断完善和配套,各地都涌现了许多茶树复壮、茶园换貌、增产增收的改造更新茶园。但是,由于我国农村分散种植的旧茶园基数很大,既有至今尚未改造的,又有虽经改造而又重新衰退的。50~60年代开辟的新茶园茶树已陆续进入衰老期,品质和产量相继下降,70年代集中发展的新茶园也有相当一部分由于建园基础差和采摘、管理失调而使茶树未老先衰。可见衰老茶园改造的任务仍然相当艰巨。当今茶叶生产正朝着优质高效益的方向发展,衰老茶园改造已不仅仅是“低改”的内涵,而是一项全面提高茶叶产量、品质与经济效益,提高茶园生产力水平的综合工程,是发展我国茶叶经
