In 1970, the U.S. Occupational Protection and Health Council decided that the Ministry of Labor should be responsible for promulgating the noise control regulations for industrial workers. In 1971, the Occupational Protection and Health Agency promulgated the workplace’s first noise standard, which has a 90-decibel (A) weighted average time-weighted average (TWA). There have been many debates over this standard over the years, including two questions: first, whether individual hearing protectors can serve as a permanent protection against high-intensity noise; and second, whether this standard protects most worker.
