自市委发出关于安排好人民生活的指示以来,各级党委都十分重视对群众生活的全面安排,不少单位在妥善安排生产劳动的同时,也帮助群众安排好业余的活动。但也有些单位及文化部门,由于集中力量大抓食堂及物质生活,或由于对全面安排好群众生活的精神领会不够,顾虑开展群众文化活动会影响劳逸安排,或由于干部力量不足,一度放松了对群众业余文艺活动的领导和安排。随着形势的发展,在各级党委的正确领导及群众的要求下,某些单位和文化部门领导,逐步认识到不仅要关心群众的物质生活,同时也必须关心群众的精神
