党的十五届五中全会提出了今后十年经济翻番的奋斗目标,并提出了提高我国农业、工业、服务业水平和效益,特别是巩固和加强农业的基础地位,确保国家粮食安全,积极调整农业结构,实现农民收入持续增长,实现社会生产力跨越式发展的任务。这对县域经济的发展提出了新的要求,也给县域经济发展提供了一个极好的机遇。全面了解中国县域经济现状,研究县域经济发展中面临的问题和困难,从实际出发,积极探索和总结实现跨越式发展的方法和策略,是十分重要的。
