监察机关恢复组建以来,各级监察机关从工作需要出发,出续建立了特邀监察员工作制度,对加强监察工作发挥了一定作用,但在实际工作中,也存在“挂名”不监督的现象.主要表现在:受聘人受所加入民主党派或所在人民团体的推荐,由监察机关开会发聘书,监督与否,就无人问津了.这种耍花架子和形式主义的做法,使特邀监察员工作制度的实际效果没有得到应有发挥.
