本文基于中国共产党作为执政大党曾多次及时稳妥地处理了一系列突发事件的事实,总结中国共产党应对突发事件的特点与经验,分析网络环境下突发事件在发生、演变及传播方面表现出的新特点和规律以及处理突发事件的复杂性。从硬件系统建设的角度提出如何运用现代信息技术构建突发事件应急响应处理体系的思路。
This article is based on the fact that the Communist Party of China, as the big party in power, has dealt with many emergencies in a timely and steady manner in many occasions. It summarizes the characteristics and experience of the CCP in coping with emergencies and analyzes the occurrence, evolution and dissemination of emergencies in the network environment Show new features and laws, and deal with the complexity of emergencies. From the perspective of the construction of hardware system, this paper puts forward the idea of how to use modern information technology to construct an emergency response system.
