农业补贴是国家强农惠农富农政策的重要组成部分,但是在政策实行过程中,很多地方的补贴没有发放到从事粮食生产的农民手中,打击了从事农业生产的农民的积极性。2015年,经国务院同意,财政部、农业部启动了调整完善农业“三项补贴”政策的试点工作,并取得了显著成效。2016年4月18日,财政部、农业部印发了《关于全面推开农业“三项补贴”改革工作的通知》(以下简称《通知》)。为了详细了解此次农业补贴政策改革的相关问题,记者采访了两部门有关负责人,现摘要刊登如下。
Agricultural subsidies are an important component of the state’s policy of benefiting farmers and rich peasants. However, during the policy implementation, subsidies in many places were not distributed to peasants engaged in food production and the enthusiasm of peasants engaged in agricultural production was hit.
