国际电信联盟(即ITU:International Telecommunica-tion Union)是联合国的专门机构之一,成立于1865年,现有成员国154个,总部设在日内瓦。国际电联的宗旨是通过协调各国的电信行动,扩大国际电信合作,改进和合理使用各种电信,促进电信技术的发展。《国际电信公约》是电联的基本组织法,由电联最高权力机构——全权代表大会制定,各国主管机关签署后生效。《无线电规则》、《电报规则》和《电话规则》
The International Telecommunication Union (ITU: International Telecommunication Union) is one of the specialized agencies of the United Nations. Founded in 1865, it has 154 member countries and is headquartered in Geneva. The purpose of ITU is to expand cooperation in international telecommunications by coordinating the telecommunications operations of all countries, improve and make reasonable use of all types of telecommunications and promote the development of telecommunication technologies. The “International Telecommunication Convention” is the basic organizational law of the Union, which is drawn up by the supreme authority of the Union, the Plenipotentiary Conference, and entered into force upon signature by the competent authorities of all countries. “Radio Regulations”, “Telegraph Regulations” and “Telephone Regulations”
