多年来,传统的计划管理模式虽然在通信行业发展的初期阶段起到了推进作用,带动了一大批中小型通信企业的发展,但随着我国经济的快速发展,科技水平的迅速提升,通信行业的市场竞争越发激烈,以往的计划管理模式已无法满足通信企业的现代化管理需求,从而曝露出严重弊端。本文就加强部门预算管理、推动通信行业发展作简要的分析、评述。
