我县乡镇企业在发展过程中,失误较多,浪费严重。在新建的乡镇企业中,因无原材料被迫停产的有35家,损失约220万元;因产品无销路被迫停产的有26家,损失约310万元;因投资结构不合理,造成动力不足而减少生产能力的有86家,减少的生产能力占设计能力的38％,损失金额约210万元。其次是乡镇企业管理制度混乱和乡镇政府对企业的挪用、平调、摊派十分严重。再次是企业内部的经营机制不健全,1988年,开县乡镇企业普遍实行了租赁制和承包经营责任制,由于承包期短,承包人在承包期内对企业的亏损或倒闭又不承担经济责任和法律责任,致使企业积累减少,短期行为严重。为了解决以上问题,应从改进企业管理入手,切实加以整顿。(1)要调整企业结构和产业结构,把沉淀的资金用活。对技术落后,经营管理不善,产品质
