“武力”与“协商”都是人用来达到目的的手段。协商通过交流取得共识,武力通过强迫达成一致。在当今国际政治舞台上,武力问题已被统领世界的政治集团为了各自利益而进行的纷争搞得扑朔迷离,相比之下,日常生活中的武力使用更是司空见惯。美国小说家威廉·卡洛斯·威廉斯早在20世纪30年代就在小说《动用武力》中表现了他对武力问题的深切关注,指出武力使用既可能是理性的,也可能是非理性的;既可能是建设性的,也可能是破坏性的,既是外在的、历史的,也是内在的、心理的。这种对武力问题多面性的认识打破了以往单一的价值判断,成为我们思考当今愈演愈烈的武力问题的当代寓言。
“Armed Forces ” and “consultations ” are all means used by people to achieve their ends. Consensus was reached through exchanges and force was reached through coercion. In today’s international political arena, the issue of the armed forces has been confused by the political blocs that command the world’s political groups for their respective interests. By contrast, the use of force in daily life is even more commonplace. As early as the 1930s, the American novelist William Carlos Williams expressed his deep concern over the question of the issue of the use of force in his novel “The Use of Force”. He pointed out that the use of force may be rational or irrational; both May be constructive, but also may be destructive, both external, historical, but also internal, psychological. This understanding of the multifaceted nature of the issue of armed forces has broken the single value judgments of the past and made us the contemporary parable of the issue of the increasingly powerful force of our time.
