曾任中共安徽省委常委、省革委会副主任的胡开明在1959—1962年三年经济困难时期,曾任张家口地委第一书记,他通过深入基层开展调查,力主在农村实行“包产到组”、“包产到户”的生产责任制。1962年8月8日,胡开明顶住“左”的压力,上书毛泽东,力荐生产责任制。毛泽东收到信的第二天,在一个核心小组会上提到了胡开明:“河北胡开明,有这么一个人,‘开明’,但就是‘胡’开明……”纵观胡开明同志的一生,我们就会发现,其实,胡开明并非“胡”开明。
Hu Kaiming, former member of the Standing Committee of the CPC Anhui Provincial Committee and deputy director of the Provincial Revolutionary Committee, was the first secretary of the Zhangjiakou prefectural committee during the three years of economic difficulties from 1959 to 1962.
