伴随着重启国企改革方案的出台,国企何去何从又成为整个社会热议的焦点话题。9月13日,社会各界翘首以盼、等待已久的《中共中央、国务院关于深化国有企业改革的指导意见》(下称《指导意见》)终于公布于世,这距离十八届三中全会重提国企改革已近两年。“这意味着国企改革顶层方案‘1+N’中的‘1’终于公布。‘1’指先出台一个深化国企改革指导意见,”N“指十几个与之配套的分项改革实施方案。”中欧陆家嘴国际金融研究院执行副院长刘胜军说。
