同志们:这个总结可能不够全面,有些地方尚需大家研究和上级指正。报告共分三部份:第一、司法工作上应有的几个认识1.由战争转到和平建设的司法工作。在战争时期,主要是发动群众,在军事上打垮敌人,消灭敌人的武装力量;在政治上摧毁敌人的组织机构与旧的统治秩序,在分散的游击环境下建立我们自己的革命秩序。当然,这种秩序的建立,不统一不一致现象是必不可免的,而为了独立作战,为了有力的机动的打击敌人与消灭敌人,这样做法是完全正确的。经过数十年的艰苦斗争,终于战胜了敌人,摧垮了敌人一切统治力量,建立了统一的中华人民共和国,并且很快就要全部消灭敌人的残余劳力。今天,为了力量统一,步调统一,以便最后澈底消灭敌人,解放全中国,建设新民主主义的新中国,就必须克服过去游击习气,加强组织性,纪律性,为统一化正规化而斗争。2.加强为人民服务思想。这当然不是说我们过去不是为人民服务,而是说我们过去虽然给人民做了许多好事,但还有缺点。今后,特别是司法干部,首先应成为遵守法律的模范,要以身作则,要克服居功思想、特权思想、宗派观点、主观主义
